MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
March 25, 2009
The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 1:00 PM. The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute. Mayor Pamela Kaithern, Commissioner Dick Rigby, and Commissioner Peter Burke answered roll call. Also in attendance: Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, Borough Solicitor Christine Cote’, Shade Tree Chair Joan Hodges, and Acting Borough Engineer Bill Natale. Special guest “Flat Jake” from Pennsylvania joined the Commissioners.

WORK SESSION
ENGINEER’S REPORT: Bill Natale reviewed the monthly report. There will be a preconstruction meeting for the Remote Water Meter Installation on March 26. Mayor Kaithern announced that the computer equipment will be housed in a separate area to be created in the Finance Office.
OLD BUSINESS
Crosswalks on Broadway: Commissioner Burke announced the County anticipates having the crosswalks painted by the summer season.
Clean Energy Audit: Nothing new to report at this time.
Park/Perry/Myrtle Intersection: Mayor Kaithern spoke to Dale Foster and hopes to press the roundabout project as it represents not just an improvement to the area, but a safety improvement to pedestrians and drivers.
NEW BUSINESS
Peter Little VFW – Change Rain date from Sunday 8/9 to Friday 8/14: The Board referred the request to the Shade Tree Commission for its recommendation and will consider taking action at the April 8th meeting.
Sustainable Jersey: Commissioner Rigby announced the Borough is officially registered with Sustainable Jersey.
REVIEW OF REGULAR MEETING: Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items.
The Work Session portion of the meeting was adjourned at 1:44 PM and the Regular Meeting convened at 1:49 PM.
CONSENT AGENDA: On motion of Commissioner Burke, seconded by Commissioner Rigby, the following Consent Agenda was unanimously approved on roll call vote.

COMMISSIONERS REPORTS:
Commissioner Burke announced the Borough received recognition from American Red Cross thanking the Borough for hosting blood drives
Mayor Kaithern received notice a day ago that the Borough is highlighted on a national Smart Growth e-news website as an example of good planning and zoning. The article was a follow-up to a March 10th Planning Board meeting where the NJ Office of Smart Growth gave a presentation on the merits of the Borough’s proposed commercial zoning changes. Mrs. Kaithern also invited the public to a spaghetti dinner by Boy Scout Troop 73 at the Volunteer Fire Company benefiting Don and Vicky Banks. Lastly, she announced that the Borough’s Willow Avenue property will be sold at auction on April 25th at Avalon Country Club. The auctioneer is using intense, nationwide advertising.
PUBLIC PORTION: No one wished to speak
The meeting was recessed into closed session at 1:57 PM and reconvened on motion of Commission Rigby, seconded by Commissioner Burke, at 2:21 PM.
There being no further business, a motion was made by Commissioner Burke, seconded by Commissioner Rigby, and carried unanimously by the Board of Commissioners to adjourn the meeting at 2:22 PM.
