MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
May 27, 2009

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 1:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Commissioner Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, Borough Solicitor Christine Cote’, and Borough Engineer Ray Roberts.

WORK SESSION
OLD BUSINESS
Commercial District Zoning Changes:  Mayor Kaithern explained the draft zoning ordinance is being reviewed for compliance with the COAH paperwork that has to go before the court.  The Mayor hopes to have a new ordinance introduced at the June 10th meeting which will incorporate some changes including keeping the Broadway commercial district the entire length of Broadway.

NEW BUSINESS
Cape May Film Society Presentation Dates:  Kate Kilian explained that the Film Society has asked for 8 dates to show films to the public.  In order to cover added costs, the Board decided to require an additional deposit of $200 as permitted by ordinance, which can be refunded if not needed.  A resolution was added to the Consent Agenda to approve the application.

Center for Community Arts Fish Fry May 30, 2009:  A resolution was added to the Consent Agenda to approve the application.

Engineering Issues:  Ray Roberts asked that partial payment #1 in the amount of $57,953.80 be approved to In Line Services for remote water meter installation. Solicitor Cote’ suggested amending the bill list resolution and adding a resolution approving the partial payment and then taking care of the bookkeeping error that occurred.  Mr. Roberts also discussed the Park Boulevard bike path application.  He will prepare the application and concentrate on widening the street between Emerald and Leaming to make room for the bike path.  He also suggested grading between the telephone poles along the existing bike path and putting down gravel to create parking.  He estimated 12 spaces could be created.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items.

The Work Session portion of the meeting was adjourned at 1:38 PM and the Regular Meeting convened at 1:43 PM.

CONSENT AGENDA:  On motion of Commissioner Burke, seconded by Commissioner Geyer, the following Consent Agenda was unanimously approved on roll call vote.

COMMISSIONERS REPORTS:
Commissioner Burke announced the Borough-wide yard sale was a greater success than anyone imagined.  He gave a special thanks to Barbara Hoepp, Todd Land and Susan DeMaio for their contributions to its success.  Mr. Burke thanked the employees that were under his jurisdiction during his last term of office for their hard work and cooperation.  Lastly, he advised he and Commissioner Geyer will be meeting with a representative from the Red Cross to discuss the August blood drive.  Mayor Kaithern asked that the Red Cross handle as much of the work as possible because it has become a problem for the Clerk’s office staff.

Commissioner Geyer suggested the bulk trash pick up be scheduled after the Borough-wide yard sale in the future.  Commissioner Burke explained that it was originally, but the Environmental Commissioner changed the date after it was set, which caused the problem.

Mayor Kaithern announced that she worked with Waste Management and changed the bulk trash pick up days to the third Tuesday in May and October starting this October.  The benefit of bulk trash days is the Borough is not charged tipping fees, which saves thousands of dollars.  Mrs. Kaithern also announced the Borough is eligible for a recycling grant from the Cape May County MUA in excess of $7,000, but the MUA doesn’t expect the same level of funds to be available in the future.  Commissioner Burke announced that the MUA has provided the Borough with its newest brochures for recycling which are now available in the lobby of Borough Hall.

There being no further business, a motion was made by Commissioner Geyer, seconded by Commissioner Burke, and carried unanimously by the Board of Commissioners to adjourn the meeting at 1:53 PM.
