MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
January 26, 2011

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 1:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, and Borough Solicitor Frank Corrado.

WORK SESSION
OLD BUSINESS
Alternative Energy:   The Borough is still awaiting reports from the Direct Install audit.  The Public Works Manager is aware of what most of the recommendation will be and would like to do some of the smaller items, but has nothing large planned.

Sunset Boulevard Parking Lot:  Nothing new at this time.

Water System Study:  Mayor Kaithern is waiting to hear from Cape May to set up a meeting to discuss the report, copies of which were provided to each commissioner.  Commissioner Geyer would like to see a report from Edens on what work they did for the study that has cost $8,000 so far.

Vehicles in Parking Lot:  Commissioner Geyer stated three vehicles will be auctioned off – the old fire-pumper, the old fire police car, and a public works truck.  The Borough Clerk has contacted GovDeals, a state-contracted, online auction firm, to begin the process for auctioning the property.

NEW BUSINESS: None

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items.   

The Work Session portion of the meeting was adjourned at 1:18 PM and the Regular Meeting convened at 1:20 PM.

CONSENT AGENDA:  On motion of Deputy Mayor Burke, seconded by Commissioner Geyer, the following Consent Agenda was unanimously approved on roll call vote.

COMMISSIONER REPORTS
Commissioner Geyer had no report.

Deputy Mayor Burke reported the Borough will host a Red Cross blood drive on Wednesday March 2nd from noon until 6 pm.  The Environmental Commission held its first free movie night last Friday with great community participation. 

Mayor Kaithern announced planning is underway for the Farmers Market.  This year there is a new market manager.  She is targeting a lot of advertising and is planning to have theme weeks.  The first week will be military service appreciation.  Anyone interested in being a vendor can find the applications online.

PUBLIC PORTION:
Mike Bean, 400 Fow Avenue, asked when closed session minutes would be posted on the website.  Solicitor Corrado explained the minutes are available to the public once the topic contained in the closed session is resolved.  The Clerk has to review them periodically to determine what can be disclosed.  Mr. Bean also wanted to know if the closed sessions were taped, which they are not.

When no one else wished to speak, the meeting was adjourned into closed session at 1:28 pm and reconvened at 1:39 pm on motion of Commissioner Geyer, seconded by Deputy Mayor Burke.

There being no further business, the meeting was adjourned at 1:40 PM on motion of Deputy Mayor Burke, seconded by Commissioner Geyer.
