MINUTES OF BOARD OF COMMISSIONERS
REORGANIZATION MEETING
JANUARY 6, 2010

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 7:05 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, Borough Solicitor Christine Cote’, and Borough Engineer Ray Roberts.

PUBLIC QUESTIONS ON CONSENT AGENDA: None

ENGINEER’S REPORT: Ray Roberts reviewed January’s monthly report.

OLD BUSINESS
Solar Energy:  Commissioner Geyer has gathered data on possible grants.

Sunset Boulevard Parking Lot:  The Borough is still waiting for a response from the NJDEP.

NEW BUSINESS
VFW Request for Date Change for Wilbraham Park Event:  The event organizer requested the dates be moved to the second weekend in August to avoid a conflict with an annual event held in Sea Isle City on the first weekend.  The Board expressed concern over the effect on the health of the Park that could be caused by having events on consecutive weekends.  Since the events before and after the VFW Ladies Auxiliary event are both “art in the park” events, they are not as hard on the park.  After careful consideration, the Board agreed to add a resolution to the consent agenda to amend the schedule of events at Wilbraham Park.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items. 

The Work Session portion of the meeting was adjourned at 7:41 PM and the Regular Meeting convened at 7:43 PM.

COMMISSIONERS REPORTS:
Commissioner Geyer announced the County will have an H1N1 flu shot clinic on January 11th from 4-7 PM at the Ocean City High School.  The first 250 people will receive a flu safety kit.  Mr. Geyer also asked Deputy Mayor Burke for the status on the energy audit.  Mr. Burke explained that once the application is completed, it goes to the state and is then passed on to a firm for review.  Mr. Geyer also thanked the men from the Public Works Department for the great work they did during the recent snow storm. 

Deputy Mayor Burke announced the Borough will host a Red Cross blood drive on Monday Feb 8th.  Times have not been determined yet.  Mr. Burke will be making the phone calls to prospective donors and advertising posters will be posted in local businesses and in Borough Hall.  Lastly, Mr. Burke thanked the many volunteers who serve the Borough - from the Volunteer Fire Company to the members of the boards and commissions - stating the number of people who actively support the community is tremendous.  Based on the population and the number of volunteers the Borough has, he felt West Cape May has among the highest percentages of volunteerism in the State. 
 
Mayor Kaithern also thanked the volunteers, stating there are over 60 volunteers working with the Borough.  Mrs. Kaithern also acknowledged the passing of Miriam Reeves and sends condolences to the entire family.  The Mayor also announced that the Accessory Apartment Program Information Packet has been completed and will be available on the Borough’s website and from the Borough Clerk’s Office.  A flyer will be sent with the water bills advising all property owners of the program.  Mrs. Kaithern coordinated two possible dates – January 27th at 1 PM or February 10th at 7 PM - for the Water/Sewer presentation that was requested at a previous meeting by Kathy Gallagher.

PUBLIC PORTION:
Kathy Gallagher, 629 West Drive, thanked the Board for coordinating a date for a presentation on the water/sewer and asked that it be done on February 10th to allow additional time to prepare.  Ms. Gallagher also asked how the temporary budget and regular budget are coordinated and whether the temporary budget for the water/sewer utility was new.  Mayor Kaithern explained that the temporary budgets are put in place until the regular budgets can be adopted.  She also explained that the water/sewer utility has always been a separate budget from the current fund and the expenses of the utility are funded solely by the users.  Ms. Gallagher asked if the public could have copies of the budget when it is reviewed by the Board at the budget meeting to be scheduled in early February.  The Borough Clerk explained the auditor does not provide additional copies because they are working drafts.  However, once the budget is introduced, copies are available to the public.  Kathy Gallagher had a copy of a report that compared line items from the budgets of various years.  Commissioner Geyer created that report himself from adopted budgets prior to his being elected to the Board. 

Deputy Fire Chief Steve Nelson, 719 New England Road, reported on the Volunteer Fire Company activities for the month of December.  There were five calls but none were fires.  Of the five, one was a mutual aid call to the Verizon building.  The aerial truck was re-inspected by the UL and has passed certification and a repair was made to the pumper truck.  Now all equipment is fully operational. 

Mike Bean, 400 Fow Avenue, asked if Triad Associates as COAH Administrative Agent is a set fee or is hired on an as needed basis.  Mayor Kaithern explained there isn’t a set fee because there are several components to the work including the Administrative Agent work and possibly administration of the accessory apartment program, which is still not finalized.  The Borough is looking to combine those services with three other local municipalities that are all instituting the same type of accessory apartment plan in an effort to save everyone money.

When no one else wished to speak, the meeting was adjourned at 8:12 PM on motion of Commissioner Geyer, seconded by Deputy Mayor Burke.
