MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
July 22, 2009

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 1:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, and Borough Solicitor Christine Cote.

WORK SESSION
OLD BUSINESS
Liquor License:  No changes were made to the previous draft.  The regulatory ordinance was added to the consent agenda as 429-09.

Possible Parking Lot on Sunset:  Commissioner Geyer reported that he met with Ed Belski to check the site on Sunset that has been proposed for public parking.  Mr. Belski will do a preliminary report.  After governing body review the next step would be with the DEP.  Mr. Geyer is also looking into the possibility of NJDOT grants for the project.

Bitny Property:  Commissioner Geyer looked into bringing court action against the property owner.  Code Enforcement Officer Taylor spoke to the owner who is planning to begin work on July 23rd, no further action will be necessary.

NEW BUSINESS
Greenhouse Gas Reduction Grant Program:  Commissioner Geyer felt it would be difficult to pursue the grant without someone with technical expertise to complete the application.  The Board discussed several projects that might be possible.  Mayor Kaithern will contact Marguerite Chandler of the Slow Food Group subsidiary of the Environmental Commission to see if she would be willing to assist with the application.  The grant application deadline has been extended to September 4th.  Commissioner Geyer will be in touch with the Environmental Commission to discuss possibilities.

Request for Pedi Cab License:  Solicitor Cote’ distributed a packet of information on pedi cabs.  There is a provision in the existing mercantile regulations for non-motorized tours, which could be expanded to include pedi cabs.  The Borough Clerk was asked to give copies of regulations from Key West and Annapolis, as well as horse and carriage regulations from Cape May City to each Commissioner.  Further discussion will take place at the next meeting.

Rehabilitation Grant:  The Borough does not have the funds in this year’s budget to apply for a rehabilitation grant that was previously discussed.  Hopefully, it can be pursued in 2010. 

Cape Manor Housing:  Commissioner Burke asked if anything new has happened with the project.  Mayor Kaithern explained that the state’s SAGE website was having technical difficulties and the grant application is expected to be live on Friday or Monday.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items. 

The Work Session portion of the meeting was adjourned at 1:43 PM and the Regular Meeting convened at 1:46 PM.

CONSENT AGENDA:  On motion of Commissioner Geyer, seconded by Deputy Mayor Burke, the following Consent Agenda was unanimously approved on roll call vote.

COMMISSIONERS REPORTS:
Commissioner Geyer, in response to community concern, is putting together a display of materials on the Influenza A (H1N1) Swine Flu from the Cape May County Health Department.  He is also working with the County to put together a health day in October.  Mr. Geyer thanked the Shade Tree Commission and Public Works for their work on pruning trees around the community, especially those that overhang streets and alleys, causing visibility problems.  All the trees will be pruned to NJDOT standards of 13 ½ feet.  Lastly, Public Works has delivered the materials needed for repairing the downspouts at the Fire Hall.  The VFC will schedule a workday to complete the job.

Deputy Mayor Burke announced the Shade Tree Commission and the Borough sent letters of thanks to those who contributed to the Friends of the Park campaign.  He also announced that the Cape May County Animal Shelter will be having an open house and adoption day on July 23rd at noon.  Mr. Burke reminded the public of the blood drive at Borough Hall on August 13th from noon to 6 PM.  Lastly, he announced Anna Marie Zabielski has 4 paintings eligible to be on billboards through the state.  Anyone interested in voting for her can get information from Borough Hall.

Mayor Kaithern reported the remote read metering system is almost complete.  She reminded everyone that there will be an Art in the Park event Saturday, July 25th benefiting the West Cape May Elementary School.  Lastly, she reviewed some of the items on the bill list.

PUBLIC PORTION:  No one wished to speak.

When no one else wished to speak the meeting was adjourned at 2:01 PM on motion of Deputy Mayor Burke, seconded by Commissioner Geyer.
