MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
JULY 28, 2010
The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 1:00 PM. The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute. Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call. Also in attendance: Borough Clerk Elaine Wallace and Borough Solicitor Christine Cote’.
WORK SESSION
OLD BUSINESS
Energy Audit: Deputy Mayor Burke, Commissioner Geyer, and Rob Flynn had a kick-off meeting with representatives of the auditing firm Steven Winters Associates. The firm completed the physical inspections at that time and expects there to be a fairly quick timeframe for response and recommendations.
Sunset Boulevard Parking Lot: The Borough Clerk has been in contact with Mr. Belski who is completing the latest round of application paperwork.
Water System Study: Mayor Kaithern read a status report that she received from Andy Kricun of Edens Technology. The City of Cape May has not provided documents that are necessary for the completion of the analysis. Mr. Kricun is planning to attend the September 8th meeting at 7 PM to give a report.
VFC State Evaluations: Commissioner Geyer reported that DCA visited again this week to go over detailed documents of training and repair records for equipment. To Mr. Geyer’s knowledge, no errors have been found. The DCA will return in 3 weeks to do in-depth visual inspections of apparatus and the firehouse itself. PEOSH has another visit scheduled for August 19th.
NEW BUSINESS
Trash Collection Bid Specifications: The Board reviewed draft bid specifications prepared by the Borough Clerk and discussed what options to bid. Clerk Wallace will finish preparing the bid package and a resolution will be considered at the next meeting.
REVIEW OF REGULAR MEETING: Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items.
The Work Session portion of the meeting was adjourned at 1:40 PM and the Regular Meeting convened at 1:44 PM.
CONSENT AGENDA: On motion of Deputy Mayor Burke, seconded by Commissioner Geyer, the following Consent Agenda was unanimously approved on roll call vote.

NON-CONSENT AGENDA
ORDINANCES FOR SECOND READING AND PUBLIC HEARING
453-10 Amending Ordinance 370-06 Entitled “Establishing Rules and Regulations Regarding the Maintenance of Sidewalks”
Commissioner Geyer made a motion, seconded by Deputy Mayor Burke, to open the public hearing on the above ordinance. When no one from the public wished to speak, Commissioner Geyer made a motion to close the public hearing and adopt Ordinance 453-10. Deputy Mayor Burke seconded the motion which was carried unanimously on roll call vote.
454-10 Amending Chapter 2 Administration Section 43 Establishing Policies and Procedures for Open Public Records Access Law of the Revised General Ordinances of the Borough of West Cape May
Deputy Mayor Burke made a motion, seconded by Commissioner Geyer, to open the public hearing on the above ordinance. When no one from the public wished to speak, Deputy Mayor Burke made a motion to close the public hearing and adopt Ordinance 454-10. Commissioner Geyer seconded the motion which was carried unanimously on roll call vote.
455-10 An Ordinance Amending the Borough of West Cape May’s Salary Ordinance (#360-06)
Commissioner Geyer made a motion, seconded by Deputy Mayor Burke, to open the public hearing on the above ordinance. When no one from the public wished to speak, Commissioner Geyer made a motion to close the public hearing and adopt Ordinance 455-10. Deputy Mayor Burke seconded the motion which was carried unanimously on roll call vote.
COMMISSIONER REPORTS
Commissioner Geyer announced Gary Playford is the new Construction Official for the Borough. All construction files have been transferred to Lower Township and the transition is going very well. Norman Roach is still the Borough’s Zoning Officer.
Deputy Mayor Burke reminded everyone that the brick project for Wilbraham Park will be closing on July 30th. Mayor Kaithern advised the Shade Tree Commission is only 25 bricks shy of its goal and urged everyone to spread the word. Mr. Burke announced the VFW Women’s Auxiliary is seeking members. Cape May is holding National Night Out on August 3rd. Lastly, he announced the Borough sponsored blood drive exceeded its goal by 33%.
Mayor Kaithern thanked the Herald for its article about the Environmental Commission’s mosaic project in Backyard Park during the Farmers Market. Mrs. Kaithern announced that South Jersey Gas will be holding an informational session about expansion of gas service at Borough Hall on Saturday, July 31st from 10 AM to 12 PM. South Jersey Gas is looking for active participants in the project. Tax bills have been mailed and it appears there is a nominal increase overall – over 50% of tax bill goes to schools, 20% to the county, and the balance is for West Cape May.
The Board took a short recess from 1:58 PM to 2:09 PM.
PUBLIC PORTION: No one wished to speak.
When no one wished to speak, the regular meeting was recessed into closed session at 2:10 PM and reconvened at 2:23 PM on motion of Commissioner Geyer, seconded by Deputy Mayor Burke.
The meeting was adjourned at 2:24 PM on motion of Deputy Mayor Burke, seconded by Commissioner Geyer.
