MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
August 12, 2009

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 7:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Borough Solicitor Christine Cote’, and Borough Engineer Ray Roberts.

WORK SESSION
ENGINEER’S REPORT: Engineer Ray Roberts reviewed July’s monthly report.

OLD BUSINESS
Request for Pedi-cab: The Board discussed possible regulations for pedi-cabs.  Currently, there are no regulations pertaining to pedi-cabs.  Solicitor Cote’ will look into language to put into the code.

Liquor License Bid Procedure:  Solicitor Cote’ handed out a draft bid package.  The Board reviewed the parameters and Ms. Cote’ and the Borough Clerk will work on the documents together.

Parking on Sunset:  Commissioner Geyer explained Mr. Belsky has been unable to finish his work on the NJDEP application because of the weather.  Solicitor Cote’ explained that it would be acceptable to pass the resolution authorizing the mayor to sign the application even though it is not currently completed. 

Grant Update on Cape Manor Housing; Mayor Kaithern announced that the Federal Homeloan Bank has granted the last piece of funding for the project.  The Borough will not need to apply for Small Cities funding as previously anticipated.  The project is an excellent example of federal, state and municipal cooperation.

NEW BUSINESS
400th Anniversary Parade Participation: Deputy Mayor Burke will be unavailable, but Commissioner Geyer will check his schedule for participation and will coordinate vehicles with the mayor.

Request for Change in Parking Restriction on Goldbeaten Alley: The Board received a request from a resident that parking be allowed.  Before further consideration, Engineer Roberts will look into the width of the street and Commissioner Geyer will check with the Fire Chief to determine if emergency vehicle access will be an issue.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items. 

The Work Session portion of the meeting was adjourned at 8:04 PM and the Regular Meeting convened at 8:07 PM.

 

CONSENT AGENDA:  On motion of Deputy Mayor Burke, seconded by Commissioner Geyer, the following Consent Agenda was unanimously approved on roll call vote.

NON-CONSENT AGENDA:

COMMISSIONERS REPORTS:
Commissioner Geyer encouraged everyone to be aware of bike and pedestrian safety.  He has received several complaints of motorist passing other motorists at the intersections of Broadway/Central, Sunset/Seagrove and Sunset/Stevens without regard to pedestrians and bikes. As a result, he has written to the County to request signage for “No Passing on Right” to be placed in these areas. Mr. Geyer also did a comparison of criminal activity for 2009 versus the same time period in 2008, although he is going to double check if the figures are for the entire enforcement area or just West Cape May.  Burglary, bad checks, criminal mischief, disorderly conduct, and domestic violence were the areas of biggest increase and Mr. Geyer asked everyone to be more aware. 

Deputy Mayor Burke reminded everyone of the Blood Drive being held in Borough Hall the next day from noon to 6 PM and encouraged everyone to donate. 

Mayor Kaithern announced that South Jersey Slow Foods will be hosting an “Eat-In” at Borough Hall on Monday, September 7th from 4:30 to 6:30 PM and encouraged everyone to attend.  The purpose is to raise awareness about serving fresh, locally grown, real food in schools.  Mrs. Kaithern also reviewed some of the larger items from the bill list, including a figure for County taxes that had an error in decimal placement.

PUBLIC PORTION:  No one wished to speak.

The meeting was recessed into closed session at 8:19 PM reconvened at 9:32 PM on motion of Commissioner Geyer, seconded by Deputy Mayor Burke.

The meeting was adjourned at 9:33 PM on motion of Deputy Mayor Burke, seconded by Commissioner Geyer.
