MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
September 23, 2009

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 7:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Deputy Mayor Peter Burke, and Commissioner Ramsey Geyer answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Borough Solicitor Christine Cote’, and Borough Engineer Ray Roberts.

WORK SESSION
OLD BUSINESS
PediCab Regulations:  The Municipal Clerk received feedback from Cape May and Cape May Point indicating they were not in favor of regulation pedicabs at this time.  Solicitor Cote’ will prepare language for an ordinance prohibiting them within the Borough.

Parking Lot on Sunset:  Clerk Wallace is communicating with Ed Belski to coordinate the mailings and submittal of the DEP application.

Parking in Designated Alleys:  Mayor Kaithern thanked Ray Roberts for the thoroughness of his report on all the Borough’s alleys.  Based on the results of the report, the Board felt only Goldbeaten Alley needed parking.  In order to accommodate parking, the block from Broadway to Pacific would have to become one-way.  Solicitor Cote’ provided a draft ordinance for introduction on the consent agenda to make these changes.  Once the ordinance is effective, Public Works will stripe the road and paint parking areas along the block in question.  Engineer Roberts recommended having the police ensure that people are not parking within the 9 foot drive aisle of the street or there would not be enough room for emergency vehicles.  If it becomes a problem with cars encroaching in the drive aisle, then the Borough would have to consider widening the pavement.

Partnership with Rutgers:  Commissioner Geyer asked what is happening with the partnership the Mayor mentioned at the last meeting.   Mayor Kaithern explained that the class has begun, but the Borough does not have any responsibilities with regard to it.  At the end of the term, the Borough will be presented with a report, providing an excellent planning tool at no cost to the taxpayers.

Farmers Market:  Commissioner Geyer asked about the financial success of the Farmers Market.  Mayor Kaithern didn’t have the final figures, but asserted that it was a success.

 

 

NEW BUSINESS
Railroad Avenue:  Commissioner Geyer asked about a fence blocking the end of Railroad Avenue, a paper street, near Eldredge Avenue.  Mayor Kaithern explained that the topic was researched previously and it was determined that Railroad Avenue
ends before Eldredge Avenue and the fence is on the property owners land and, therefore, not blocking the paper street.

State Fire Inspections:  Commissioner Geyer advised the Board that he will be completing paperwork to have Borough Hall, Public Works and the Fire Hall all inspected at once, instead of on two separate invoices, by the State Fire Inspector, thereby saving the Borough several hundred dollars.  He also explained that the State had not received the Borough’s check for the 2009 Fire Hall inspection, but a new check will be approved on the Bill Payment resolution during the Consent Agenda.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items. 

The Work Session portion of the meeting was adjourned at 8:12 PM and the Regular Meeting convened at 8:16 PM.

CONSENT AGENDA:  On motion of Commissioner Geyer, seconded by Deputy Mayor Burke, the following Consent Agenda was unanimously approved on roll call vote.

COMMISSIONERS REPORTS:
Commissioner Geyer announced that the Cape May County Department of Health will hold a flu vaccination clinic on October 7th from 3 PM to 6 PM for children under 19 and their parents.  The annual drive thru clinic will be held for persons over 16 at Kindle Ford on October 18th from 9 AM to 2 PM.  He also reported that the West Cape May Fire Company had a joint training exercise with the Cape May Fire Department on using the jaws of life.

Mayor Kaithern reported that she attended the NJ Governor’s and DCA Conference on Housing in Atlantic City earlier in the day.  She gave a presentation on the Cape Manor project which was well received by the government and planning officials in attendance.  

PUBLIC PORTION:  No one wished to speak.

When no one else wished to speak the meeting was adjourned at 8:25 PM on motion of Deputy Mayor Burke, seconded by Commissioner Geyer.
