MINUTES OF BOARD OF COMMISSIONERS
WORK SESSION AND REGULAR MEETING
September 9, 2009

The Work Session of the Board of Commissioners of the Borough of West Cape May was called to order by Mayor Kaithern at 7:00 PM.  The Open Public Meetings Statement was read by Mayor Kaithern who then led those present in the flag salute.  Mayor Pamela Kaithern, Commissioner Dick Rigby, and Commissioner Peter Burke answered roll call.  Also in attendance:  Borough Clerk Elaine Wallace, Deputy Clerk Kate Kilian, Borough Solicitor Christine Cote’, and Borough Engineer Ray Roberts.

WORK SESSION
ENGINEER’S REPORT:  Mr. Roberts reviewed the report for September 2009

OLD BUSINESS:
PediCab Regualtions:  After some discussion about the impact on the neighboring towns, the Board asked the Municipal Clerk to send letters to Cape May and Cape May Point to see if they’d be interested in establishing some regulations.

Liquor License Bid Procedure:  The Solicitor and Clerk worked out a schedule for the bidding process.  A resolution based on this will be considered on the consent agenda.

Parking Lot on Sunset:  As soon as Mr. Belski finishes the application he will work with the Clerk’s office to send out the notifications to property owners within 200 feet.

Parking in Designated Alleys:  Surveying the alleys has been delayed due to the weather.  The Engineer will have a written report for the September 23rd meeting.  If the Engineer’s report is received before September 23rd, it’s possible an ordinance could be introduced at the next meeting.  The Mayor has been looking for alternatives but has found nothing workable and the Board will do whatever they can to move as quickly as possible.  Paula Neff and Ann Butcher, residents of Goldbeaten Alley, were in attendance and expressed their desire to see the problem resolved as quickly as possible.  Ms. Neff was hoping for some temporary relief, but the Board explained the Borough cannot act contrary to ordinances or ask the police not to enforce them.  Ms. Butcher expressed concern that she was never informed of the existing no parking regulation and no sign to that effect is posted on Goldbeaten Alley.  The Borough Solicitor explained that the Board needs to weigh all factors, public safety and decide what is most beneficial to the Borough as a whole. 

 

NEW BUSINESS:
Change meeting time:  Mayor Kaithern asked the Commissioners to consider changing the September 23rd meeting from 1:00 PM to 7:00 PM because she has to speak at the State conference on affordable housing that afternoon.  The Board agreed and the Clerk will send out a notice to that effect.

REVIEW OF REGULAR MEETING:  Mayor Kaithern reviewed the Consent Agenda and Non-Consent agenda items.   

The Work Session portion of the meeting was adjourned at 8:28 PM and the Regular Meeting convened at 8:37 PM.

NON-CONSENT AGENDA:
ORDINANCES FOR SECOND READING AND PUBLIC HEARING:  None

COMMISSIONERS REPORTS:
Commissioner Geyer asked everyone to be especially careful of children walking and waiting for buses now that school has started.  He also reminded everyone to take extra precaution during this flu season and to wash their hands and not share utensils or soda bottles.  He also encouraged people to get a flu vaccine.

Deputy Mayor Burke announced the Board would like to recognize people who were sent letters of recognition by the Shade Tree Commission for generously donating plants and time to the beautification of Wilbraham Park.  Some of those recognized were Shelley Rhoades of Church’s Seashore Nursery, Hockings of Medford, NJ, Todd Land, Secluded Acres, and Cape Island Gardens.  He also announced that Patriot Day would be celebrated at the County Administration Building on September 11th.  The County is also hosting a hurricane preparedness conference on Sept 22nd at 10 am until noon.  Lastly, he announced there would be hearings on Atlantic Electric request to the BPU for rate changes on Monday September 14th at 3:30 and 5:30 PM.

Mayor Kaithern announced there would be a September 11th observance at the Sunset Pavilion in Cape May at 6:30 PM.  She also announced, for the record, that she was approached by two planning professionals who are professors at Rutgers and would like to use the Borough of West Cape May as the subject of a graduate class on sustainable planning.  At the end of the class, the Borough would benefit from the reports and findings of the students.

PUBLIC PORTION: No one wished to comment.

When no one else wished to speak the meeting was adjourned at 8:49 PM on motion of Commissioner Geyer, seconded by Deputy Mayor Burke.
